NO TAX SYSTEM would succeed without the confidence of the people it serves. Trust is built when taxpayers experience fairness, transparency, consistency, and integrity.
Thus stated Internal Revenue Commissioner Atty. Charlito Martin R. Mendoza before the ongoing 55th annual meeting of the Study Group on Asia Pacific Tax Administration and Research (SGATAR), hosted by Singapore.
SGATAR was founded in 1971 in the Philippines.
“While technology may drive transformation, people give it life. That is why cultivating talent remains central to the future of tax administration,” Mendoza stressed during the annual meeting.
He continued: “For the Philippines, advancing technology is not simply about adopting new systems. It means reimagining how we serve our people. It means making tax compliance easier, faster, and more accessible. It means using innovation, digital platforms, and data-driven solutions to improve efficiency, strengthen enforcement, and deliver better public service.”
In the future of taxation, technology must not only modernize institutions—it must also make the government more responsive to citizens’ needs.
But technological progress must go hand in hand with something even more essential: trust.
SGATAR’s current theme is “Shaping the Future of Tax: Advancing Technology, Building Trust, Cultivating Talents,” which Mendoza said is both timely and powerful as it captures the very direction that tax administrations must take in a world shaped by digital transformation, rising public expectations, and increasingly complex economies.
As a proud member of SGATAR, the Philippines recognizes that the future of tax administration is no longer a distant idea—it is happening now, and we must be ready to lead it.
We must invest in people who can navigate a rapidly evolving environment, embrace change, and lead reforms with excellence and integrity. This is why SGATAR matters deeply.
In a region as dynamic as Asia-Pacific, no tax administration can move forward alone. We face shared challenges—from digital commerce and cross-border taxation to emerging technologies and evolving taxpayer behavior.
Trading Best Practices
Through SGATAR, we are given a valuable platform to learn from one another, exchange best practices, strengthen cooperation, and build solutions together.
For the Philippines, this shared journey is clear: technology gives us the tools, trust gives us the foundation, and talent gives us the future.
As a committed member of SGATAR, the Philippines does not merely wish to keep pace with change. We aspire to help shape it. We stand ready to work with our regional partners in building tax administrations that are modern, trusted, resilient, and truly prepared for the future.
Because the future of tax is not only about systems and structures; it is about people, partnership, and purpose. And the Philippines is honored to be part of that future.
The 55th SGATAR annual meet is from September 8 to 10.
