Only 10% of Wastewater Undergoes Treatment

ONLY 10 PERCENT of wastewater coming from both domestic and industrial use gets treated, while the rest gets flushed straight to creeks, rivers, lakes and the open seas.

The small chunk of wastewater is being collected — and salinated by private concessionaires and small septic tank cleaners, operating largely with cursory inspection from government environment and health regulators.  

Hence, it is not surprising that most of our water sources and waterways are now polluted. The result — massive fish kills, dying bodies of water, displacement of fisherfolks, among others.

Previous studies showed 58% of the groundwater is contaminated while only five percent of the total population is connected to a sewer network. The vast majority use flush toilets connected to septic tanks. Metro Manila alone generates about 2 million cubic meters of wastewater every day.

CONGRESSIONAL INQUIRY

Alarmed by data-driven information, Senator Raffy Tulfo filed Senate Resolution 541 seeking to address the problem of illegal dumping of contaminated water into creeks, rivers and lakes from where farmers are getting water to irrigate farmlands.

Senate Resolution 541 directs the Senate Committee on Environment, Natural Resources and Climate Change to investigate illegal wastewater discharge and improper septage disposal nationwide.

The proposed inquiry will determine whether current enforcement and monitoring systems are sufficient and identify measures to strengthen the Clean Water Act and protect public health and the environment.

Just today Sen. Tulfo sounded the alarm over the growing pattern of illegal wastewater discharge and improper septic waste disposal across the country, citing recent environmental incidents in Laguna and Pampanga.

IMPLEMENTATION GAPS

Tulfo said the incidents highlight possible gaps in the enforcement of the Philippine Clean Water Act of 2004 and the regulation of septage collection, treatment, transport and disposal by local governments, water districts and private operators.

“Recent reports have raised concerns on the nationwide management of septage waste, including the proper collection, treatment, transport and disposal of septic waste by local government units, water districts and private operators,” his press release reads.

The senator cited the Laguna Lake Development Authority’s investigation into alleged unauthorized wastewater discharge linked to a water infrastructure project after reports of a fish kill, foul odor and adverse effects on nearby communities and fisherfolk.

He also pointed to the discovery of radioactive materials, contaminated production equipment, industrial dust, slag and wastewater inside a steel plant in Magalang, Pampanga, which prompted the Department of Environment and Natural Resources to shut down the facility.

BIGGEST CONTRIBUTOR

Tulfo said Metro Manila alone produces about 2,000 cubic meters of spent solvents, 22,000 tons of heavy metals and other hazardous wastes, and 25 million cubic meters of acid and alkaline liquid wastes that are improperly disposed of annually.

Despite the volume, he noted that only 5 percent of the population is connected to sewerage networks and treatment facilities, covering about 440,000 households.

Studies showed that in the Philippines, the vast majority of untreated wastewater and septage is discharged directly into local drainage canals, open waterways and groundwater systems, while a small fraction goes through proper treatment facilities before being released into major bodies of water.

Treated wastewater from accredited Sewage Treatment Plants (STPs) and Septage Treatment Plants (SpTPs), such as those operated by Manila Water in the East Zone, is “cleansed” to meet the Department of Environment and Natural Resources’ “Class C” standards and safely discharged into local rivers and tributaries.

FINAL REPOSITORY

Certain coastal interceptors and treatment facilities discharge treated municipal wastewater directly into major coastal areas like Manila Bay. Some treated wastewater is captured and reused for non-potable purposes, including facility cleaning, irrigation, and toilet flushing.

But since only a tiny percentage of the national population is connected to formal piped sewerage networks, most household septic tank overflow or greywater goes straight into neighborhood street drainage.

A high proportion of residential and rural septic tanks feature unlined bottoms, causing untreated liquid waste and pathogens to seep directly into local groundwater.

Due to gaps in local desludging infrastructure and sporadic enforcement, vacuum-collected septage is sometimes illegally dumped into open bodies of water or improper terrain. 

PROMISING AVENUE

Looking ahead, there is a clear need for innovative research and adaptive strategies in the Philippines’ wastewater sector. Community-based wastewater treatment systems should be evaluated for their practicality in remote and disadvantaged areas. 

The concept of treating wastewater as a valuable resource is another promising avenue: energy recovery, nutrient recycling, and biogas production are all potential benefits that can be tapped. 

Cultural and socioeconomic factors also play a role in shaping wastewater management practices and should be explored to encourage broader community engagement. 

Additionally, the long-term effects of climate change on wastewater infrastructure and water quality must be studied to inform future disaster planning.

NATURE-BASED SOLUTIONS

In tackling these complex challenges, Nature-based Solutions (NbS) are an exciting area of promise.

Constructed Wetlands (CW), for one, offers an effective, eco-friendly means of treating wastewater and ensuring water security. Implementing such solutions requires a comprehensive, integrated approach—one that combines local knowledge, strong governance, public education, and international best practices.

Achieving a sustainable future in the Philippines requires transforming wastewater from a threat into an opportunity. These innovations should prioritize addressing genuine, pressing societal challenges and delivering tangible benefits that enhance the quality of life of Filipinos. 

This shift will protect public health, preserve our environment, and contribute to the nation’s progress toward meeting sustainable development goals. 

It is a call to action for policymakers, communities, and researchers to come together in creating resilient, localized wastewater solutions that serve both people and the planet.

LIKE AFRICA AND INDIA

The Philippines, just like Africa and India,  is also facing poor wastewater management that has led to severe health concerns for humans, animals, and the ecosystem. 

Since wastewater treatment and disposal facilities are rare, domestic wastewater is discharged without treatment. The UN Sustainable Development Goal #6 deals with clean water and sanitation guidelines for all member nations.  

Untreated wastewater contributes to the spread of waterborne diseases like diarrhea, cholera, and leptospirosis, hitting marginalized communities hardest, the very same areas that suffer from lack of adequate healthcare and sanitation facilities, making them particularly vulnerable.

The Philippine government’s efforts to achieve universal coverage of water and sanitation services by 2028 will necessitate the adoption of sustainable strategies to facilitate this transition, said author Jeff Clyde G. Corpuz in his paper.

WASTEWATER OVERHAUL

There is a need for a complete review and overhaul of wastewater management policies, especially regarding septage management. One must adopt a broader perspective that incorporates life cycle thinking in wastewater treatment, weighing both ecological benefits and climate impacts. 

Local solutions and low-cost wastewater treatment technologies are crucial, especially for rural and underserved urban areas. For example, the use of decentralized treatment systems and Constructed Wetlands (CWs) are examples of effective, low-cost Nature-based Solutions (NbS) that can be prioritized, he added. 

In the context of smart cities, advanced wastewater management systems equipped with sensors can play a crucial role in addressing freshwater demand by detecting and mitigating combined sewage overflows and chemical pollutants in wastewater. Moreover, wastewater treatment offers an opportunity to maximize the reuse of water resources, enabling their repeated utilization.

CLEAN WATER ACT

Although the Clean Water Act of 2004 or Republic Act No. 9275 provides a framework for managing wastewater in the Philippines, its implementation is far from robust. 

Stronger government oversight, tighter enforcement of regulations, and increased collaboration between public and private sectors are needed to achieve real progress. 

Local water quality benchmarks should be established, and penalties for non-compliance must be enforced to ensure accountability. 

Training programs for operators of wastewater facilities, as well as support for local governments, can improve system efficiency. 

Public education campaigns are also vital to boost community participation in proper waste disposal and water conservation, he stressed.

PH’S VULNERABILITY

The Philippines’ susceptibility to typhoons and severe weather only complicates matters further. Our wastewater infrastructure needs to be resilient to these events to prevent untreated sewage from polluting water sources, Corpuz stressed. 

After Typhoon Haiyan, 44 percent  of collected water samples were contaminated just three weeks post-disaster. 

Ten months later, contamination remained widespread, with 65 percent of samples testing positive for E. coli. Contamination was not confined to any single part of the drinking-water system; it affected 70 percent of water sources, 67 percent of storage facilities, and 57 percent of distribution systems. This highlights the need for resilient infrastructure that can withstand the impacts of climate change.
